Proposed collaborator: Discussed, but nothing is agreed.
Service provider: Supplies a service under an agreed role.
Agreed project partner: A confirmed partner, with the scope stated.

Proposed cooperation is never described as a merger, a mandate or permission to use another organisation's identity.
